Facts. At a festival gate, Zoe, 20, is told she can drop items in an amnesty bin before a search. Inside, she is found with cannabis.
What the law says. Gate searches are usually a condition of entry; refusal can mean being turned away, not arrested. Police searches inside need reasonable grounds. Amnesty bin use is usually not prosecuted, but policy varies [unverified — no national policy confirmed]. Possession at "licensed premises" is an aggravating factor; whether a festival site counts depends on the facts.[18] Carrying several bags, or "picking up for friends", raises supply questions (Scenario 5).
Escalation. Small amount: confiscation, eviction from the site, or the possession ladder. Multiple deals or cash: arrest for PWITS.
